=== Genesis === In March 1988, the U.S. government entered into negotiations with Noriega seeking his resignation. Panama was represented at those negotiations by Rómulo Escobar Bethancourt. Negotiations collapsed after several months of lengthy and inconclusive talks; according to Dinges, Noriega had no intentions of ever resigning. On December 15, 1989, the PRD-dominated legislature spoke of "a state of war" between the United States and Panama. It also declared Noriega "chief executive officer" of the government, formalizing a state of affairs that had existed for six years. The U.S. government stated that Noriega's forces were harassing U.S. troops and civilians. Three incidents in particular occurred very near the time of the invasion, and were mentioned by Bush as a reason for the invasion. In a December 16 incident, four U.S. personnel were stopped at a roadblock outside PDF headquarters in the El Chorrillo neighborhood of Panama City. The United States Department of Defense said that the servicemen were traveling unarmed in a private vehicle, and that they attempted to flee the scene only after their vehicle was surrounded by a crowd of civilians and PDF troops. == Function == The encoded 22 kDa protein contains an N-terminal secretion signal and two coiled-coil domains and is a member of the angiopoietin-like (ANGPTL) protein family. However, in contrast to other ANGPTL proteins, ANGPTL8 lacks the C-terminal fibrinogen-like domain, and therefore it is an atypical member of the ANGPTL family. The defect in fatty acids uptake by WAT in ANGPTL8-null mice is likely due to the enhanced fatty acid uptake by the heart and skeletal muscle, because of the elevated LPL activity in these two tissues, as suggested by the ANGPTL3-4-8 model.

I don't like my [characters] to be standing around as if their lives begin when the character starts talking to them and end when the player leaves. Single-purpose characters needed a distinctive personality trait to quickly establish them with the player, rather than serving as a disposable item, while major characters had to reflect the player's progression and actions through the game. Mitsoda wrote the characters by thinking about whom each character was, assigning them motivations determining why they were where they were, what they thought about the player, and what they wanted from them. Following a suggestion by fellow writer Chad Moore, the Malkavian player character has a dialogue script distinct from that of the other six clans; Mitsoda said it was one of the simpler aspects of the development cycle. He wrote the Malkavian script last, with time running out on development, and the overwork and lack of sleep contributed to what Mitsoda considered an unhealthy state of mind, ideal for writing insane dialogue.
